The mixed-crew problem

The talk only counts if the crew understood it.

The nodding crew

The talk runs in English. Half the crew nods along and catches maybe 60 percent. Nodding is not training, and everybody on that deck knows it.

The language rule

OSHA expects safety training in a language and vocabulary the worker understands. On a Spanish-speaking crew, "we covered it in English" doesn't meet that bar.

The record gap

So the foreman runs the talk in Spanish. Good. Now the GC and the safety file need a record they can actually read. Two problems, one page fixes both.
